Mr. Weisman, the county administrator, said voters who needed help were supposed to receive it. “No one is supposed to be denied,” he said.

Mr. Weisman said he that he had heard that at least one voter who had marked his ballot incorrectly had been refused a second ballot. Under state law, he said, voters who punch their ballot cards incorrectly are supposed to receive a second or third ballot so they can try again.

But that apparently did not happen in every case. Bernard Holtzer, who lives in The Fountains retirement community near West Palm Beach, said that when he unintentionally marked Patrick J. Buchanan’s name on his ballot, he asked for another and was refused.
